I do not see any option for Instagram.

For Instagram, please use the Share as Video button, not the Share as GIF button. Instagram does not allow sharing GIF files directly, and uses the video formats instead.

I do not see any Live Photos on the app.

Please check the privacy settings in the Settings app as below.

1. Open the Settings app from the home screen.
2. Select Pivacy > Photos.
3. Find Share GIF from the list, and turn on the switch on the right.
